On modern Huawei devices (with EMUI 9+ or HarmonyOS), Fastboot is locked by default . You cannot flash custom ROMs or force-unlock via Fastboot commands unless the bootloader is officially unlocked (Huawei stopped issuing unlock codes in 2018).
