The sun rises. Harvey Dent is hailed as a martyr. Batman is a fugitive.
(Bruce Wayne’s childhood love) now works with Dent and is clearly in love with him. Bruce Wayne, feeling the sting of loneliness, hosts a fundraiser for Dent. There, Bruce privately offers to support Dent’s campaign. Dent replies: “You either die a hero, or live long enough to see yourself become the villain.” Bruce, impressed, decides to help Dent publicly clear the mob from Gotham. Part 3: The Joker’s Gambit – The Mob Summit The mob families, desperate, hold a secret meeting. The Joker crashes it, offering to kill Batman for half their money. They laugh. He retorts: “Their morals, their code... it’s a bad joke. He vows that unless Batman reveals his identity, people will die. After Batman refuses, the Joker kills Commissioner Loeb and the judge presiding over mob trials. Gordon fakes his own death to hunt the Joker off-grid.

The mob reluctantly agrees: they will pay the Joker. Batman, with Lucius Fox’s help (now CEO of Wayne Enterprises), has been secretly building a sonar-based surveillance system to spy on the entire city. Fox reluctantly agrees to build it but warns he will resign if Bruce uses it beyond the current crisis.
